Increased Tempo of Boko Haram/Terrorist Activity in the Wake of the Sanusi Saga In the wake of the saga involving the suspended Governor of the Central Bank of Nigeria, there has been an increase in the tempo of terrorist activities carried out by the Islamic Terrorist sect, Boko Haram. Taken together with some historical facts, there is a strong case that this increase in tempo and other activities are not coincidental. The following Timelines may throw some light on the likely linkages; February 20th 2014: President Goodluck Jonathan suspends Malam Sanusi Lamido Sanusi as Governor of the Central Bank of Nigeria. February 20th 2014: Boko Haram attacks Bama town killing at least 47, wounding many and destroying houses. February 23rd 2014: Boko Haram attacks Konduga Local Government, destroying houses, and allegedly killing scores of rural dwellers. February 24th 2014: Borno State Governor's convoy allegedly attacked by gunmen. February 25th 2014: Boko Haram attacks Federal Government College, Buni Yada, in Yobe State, killing at least 29 students as they slept. HISTORY::: It is a historical fact that Malam Sanusi Lamido Sanusi was implicated in the Gideon Akaluka beheading affair of 1995 and was subsequently arrested in Kano and detained by the Abacha administration in Sokoto, Sokoto State. Sanusi was released after the intervention of (amongst others) Alhaji Umaru Abdul Mutallab. Alhaji Mutallab used his influence to place Sanusi comfortably in the banking sector beginning with the United Bank for Africa from where he moved to First Bank where he (Mutallab) was chairman. Malam Sanusi rose within the ranks, aided by his relationship with Mutallab, until he was nominated by President Yar'adua and confirmed by the senate as the Governor of the CBN in 2009. It is pertinent to note two incidences that cannot be coincidences. The son of Alhaji Umaru Abdul Mutallab (Farouk Abdul Mutallab) eventually entered into infamy when he was arrested and tried for attempting to detonate an under wear bomb on a Northwest Airlines flight into America. Farouk Abdul Mutallab became radicalized after he had gone to study Sharia and Islamic studies in Yemen in 2009. This was exactly the same trajectory earlier taken by the disgraced Sanusi Lamido Sanusi who schooled at the International University of Africa in Khartoum, Sudan in the mid 1990s while Osama Bin Laden was also a resident of the city. Alhaji Umaru Abdul Mutallab appears to be a recurring decimal in the life of Sanusi and the unifying factor appears to be their passion for an Islamic world order. For example, one of Sanusi's first act as Central Bank Governor was to begin the push for Islamic banking which culminated in the establishment of the first Islamic bank in Nigeria, Jaiz Bank. Alhaji Umaru Abdul Mutallab is the Managing Director of this bank. Given the quantum of funds that were appropriated by the Sanusi led CBN on non banking related activities and donations, and the strong desire that he and Alhaji Umaru Abdul Mutallab have for proselytizing Islam as well as their circumstantial links to terror (Sanusi via Gideon Akaluka and Mutallab via his son) it is not such a leap for them to facilitate the activities of terrorists. - Hope For Nigeria.

The former governor made the declaration over the weekend while fielding questions by newsmen shortly after launching a political movement in the state he tagged: “Saminya biyayya,” that would usher in the next governor by 2015. Launching the movement before a mammoth crowd that converged on Bandawa farm in Kazaure Local Government Area of the state, Turaki said northerners were the problems of the region where the majority were concerned about their personal and families’ interest and not that of the common man and the region. He said, Goodluck Jonathan is not anti-north. The northerners are the ones working against themselves and the region. Most of the time, a northerner is working against another, they are always fighting themselves The governors are always kicking against the programmes and policies of their predecessors by constituting committees of enquiry to probe the leaders before them. “Is the president doing that? Why put the blame on him?” Commenting on the political movement, he said “it is purely an association of my loyal friends,” adding that he had staged a come-back to take over the leadership of his people. [REJOINDER] I have noticed that SANUSI through his friend, Nasir El-Rufai’s [who is also alleged to have been awarded a N5Bn contract by SANUSI for which he has refused to openly discuss] protégé Japheth Omojuwa has been pushing an article titled “The CBN Never Received Any Letter From The Financial Reporting Council – Lamido Sanusi Speaks On Salient Issues” all in a bid to mislead the public on what exactly happened; well, I have for the benefit of the same audience and others chosen to chronicle the 10-steps that led to Sanusi’s suspension thus: 1. The annual reports of CBN for 2012 threw up some red flags when it was received by the Presidency in early 2013. 2. One of such larger issues was that the reports was not IFRS compatible – now for anyone that BUYS and READS Newspapers rather than just getting free online downloads, you would know what IFRS compliance means [I won’t even bother trying to help those that don’t know what means here] and should also know that that the CBN led by SANUSI practically forced all Nigerian banks to comply with this standard. 3. So it turns out THE REGULATOR'S BOOKS WASN'T IFRS COMPLIANT - leading to Ernst & Young, the retained auditors for CBN REFUSING TO SIGN OFF on the reports! 4. When the Presidency received this report, it wrote SANUSI in MAY 2013 to explain several glaring anomalies within the reports along with what was listed above in [2] & [3] – these included nothing less than 30 instances of financial infractions in excess of N248NBillion. 5. SANUSI responded to the Presidency while trying to cover up his tracks leading to the Presidency deciding to send his RESPONSE along with the books he cooked to the Financial Reporting Council of Nigeria of Nigeria [FRC] who did a 13-paged REPORT/RESPONSE to the President dated June 7th 2013! [FYI: The Financial Reporting Council (FRC) of Nigeria is a federal government agency established by the Financial Reporting Council of Nigeria Act, No. 6, 2011. It is a federal government Parastatal under the supervision of the Federal Ministry of Trade and Investment. The FRC is responsible for, among other things, developing and publishing accounting and financial reporting standards to be observed in the preparation of financial statements of public entities in Nigeria; and for related matters.] 6. This report which many of SANUSI'S SUPPORTERS' CLUB MEMBERS are refusing to read shows how their HERO has been intentionally reckless with the funds of the apex bank along with being irresponsible in focusing on the exact mandate of the bank. 7. So here is where THE LIES CRUMBLE - "Sanusi is being clever-by-half by saying he never got a letter from FRC because HE WAS NEVER SUPPOSED TO - it was the Presidency that wrote FRC to investigate the books of CBN and so their RESPONSE/REPORT can only go to the Presidency not to SANUSI" - such can only be shared with SANUSI by the Presidency at its discretion or as evidence to be provided during an investigation process! Nevertheless, it is apparent that SANUSI must have got wind of the contents of this report [guessing by the next steps he took]. 8. But of course, Sanusi cannot deny not receiving the QUERY in [4] above from the Presidency hence the reason why he mentioned in his first interview with CNBC within hours of being suspended that "he indeed got a letter from the Presidency and that he has already responded to it and he doesn't know what they are asking of him again but he can only guess that this is a way by Aso Rock to divert attention away from the NNPC probe" [not his exact words] - while of course going ahead with the next chapter in his already set-out script! 9. All of these would explain why within 24 hours of his suspension, HE SECURED A COURT JUDGMENT VIA A KANGAROO SETTING FORBIDDING HIM FROM BEING ARRESTED rather than for him to SECURE A JUDGMENT FORBIDDING THE PRESIDENT FROM SUSPENDING/SACKING HIM without the consent of the Senate based on the CBN ACT? This would tell you that SANUSI knew what was coming to him all along! 10. Well, now you know why SANUSI created the Nollywood blockbuster movie titled "From $49.8Bn>$10.8Bn>$20Bn", which reminds me of Argo [you should see this movie if you haven't] to get some self-imposed-gullible Nigerians to see him as a knight-in-shining-armour-whistle-blower-who-has-come-to-deliver-the-nation-from-NNPC securing their sympathy in the process so that when the hammer is finally slammed on him, he can quickly draw on the political capital that he has secured claiming that he is being victimized for telling the truth! Well a few of us that have followed this drama long before it became public knowledge can safely tell you that “SANUSI’s announcement that he won’t be seeking a second-term in office way back in March 2013 was after the Presidency had already gotten wind of these infractions” – and he himself knew deep down that he was never going to finish even this first term in office! The source noted that in the build up to the 2011 presidential election, Sanusi made donation to the presidential candidate of the Congress for Progressive Change (CPC), Major- General Muhammadu Buhari (rtd). Jonathan was said to have invited Sanusi to the Villa to explain the motive behind the donation to Buhari’s presidential campaign. It was learnt that Sanusi admitted that he only made a N20 million donation to Buhari to advance his course because of the relationship the former Head of State had with his family, especially his uncle. But a source said the President had evidence of Sanusi donating more than N100 million to Buhari’s campaign. “Ever since the donation was made, the president has been mindful of Sanusi’s political inclination. We see him as more of opposition than being part of the government. If a sitting Central Bank governor could be making donation to a presidential candidate in an election, then you should begin to suspect,” a presidential aide told New Telegraph. Sanusi was also accused of awarding contracts to opposition leaders. A presidential aide gave two instances of such contracts. One, a N5 billion contract was reportedly awarded to a former minister and leading opposition figure. Another set of contracts worth over N15 billion were also awarded to a former governor. The former state chief executive was instrumental to Sanusi’s appointment and that of another head of government financial institution during the late Umaru Yar’Adua administration. “This is seen as a measure to fund the opposition leaders against the president. There are several of such instances,” a source said Also, Jonathan was said to have given up on Sanusi after security report indicted him of providing sensitive documents to those perceived as “enemies of government.” The report also provided details of several nocturnal meetings Sanusi held with opposition leaders both in Nigeria and abroad. The details of a meeting Sanusi held with Buhari, a former governor of Lagos State, Asiwaju Bola Tinubu and other opposition leaders in London recently were leaked to the president. “The details of the meeting and several of such showed that the suspended CBN governor was on a mission to bring the government down. You can’t be an employee of government and at the same time you want to bring it down. You have to be shown the way out. More so that he has a case to answer over the running of the apex bank,” an aide of the president said. Sanusi has remained in Lagos since his suspension last week. It was learnt that prominent opposition figures have been providing support for him and holding meetings with him. On the timing of Sanusi’s suspension after he had revealed that the Nigerian National Petroleum Company (NNPC) could not account for $20 billion oil money, another source in the Presidency said “government can act anytime, irrespective of the circumstances.” The source noted that Sanusi has been under probe for almost two years now. Well, I do not blame anyone in their thinking, they should also know that the Tokunbo/used Toyota cars we import from US are not made in US but assembled in US while the engine and most of the parts are made in Japan and few external parts made in Mexico. It is cost advantage in production. If your cost of production outweighs the selling price in your locality, you have to look out for where you can produce it cheap then assemble it in your locality. Every country and company does it. As far as Innoson cars are sold with mileage warranty to their customers at an affordable rate just like in overseas, then it is a world class standard vehicle. To me, this is a step in the right direction for Nigeria auto industry. Rather than challenging Innoson in local production of parts, we should challenge our engineering university faculties and engineering students. How many universities engage in reasonable and productive research? In overseas, government and companies dedicate millions of dollars for scholarship and research for professors and students. This promotes growth in ideas for local production. There are also so many factors hindering local production which include lack of electric power, non existence of steel industry, poor aluminum industry, and lack of enabling environment including lack of credit facilities and tax breaks from government. I believe that this is a major milestone and achievement in local auto industry. Innoson has thousands of employees and his company brings tax and revenue to Anambra state. The Council also accused Sanusi of rogue payments as air charter fees to Emirates Airways (N0.511b), Associated Airline (N1.025b) and Wing Airline (N0.425b), for the distribution of currency nationwide whereas Emirates does not operate local charter flights within Nigeria, Wing Air is unregistered in Nigeria with the Nigeria Civil Aviation Authority (NCAA), and Associated Airlines did not have a billion naira turnover in 2011 and have no financial statements because the company said it had not had any significant operation in two years to warrant preparing a financial statement. Orji: Jonathan Knows When to Declare" As President Goodluck Jonathan consults stakeholders across the country ahead of the 2015 presidential election, Abia State Governor, Chief Theodore Orji, on Monday night said the president knows the appropriate time to declare his second term bid. The governor spoke when he fielded questions from journalists, after a meeting of Peoples Democratic Party PDP) governors with Jonathan. Orji equally disclosed that the meeting was in compliance with what Jonathan promised that he would be meeting regularly with PDP governors. “He met with us today and we reviewed party activities, especially the rallies that we are going to hold in the states and zonal levels. “The rallies are meant to sensitise the people. In Owerri, we are going to receive some people who are coming back to the party. In other states where people are coming back to the party, they will be received formally. We discussed about the party affairs,” the governor said. On whether ongoing consultations have to do with president’s declaration for second term, Orji said: “It is the president who knows when to declare. This consultation is what a president should do. A president should consult with his people, that is what he is doing. Declaration is not the issue now. “The president will declare when he wants to, he will tell you if he wants to run or not. As of now, what he is doing is to interact with stakeholders and that is the function of the president to meet with his people.”

…Presidency: Nigeria Not in Conventional Warfare" The presidency has dismissed the statement made by the Borno State Governor, Kashim Shettima, who in frustration on Monday declared that the nation was at war and Boko Haram insurgents were better equipped than the Nigerian Armed Forces, stating that the federal government in 2014 alone will be spending 22 per cent of its budget on the military and security agencies, It also reminded the governor that the war against the insurgents was not conventional in nature, insisting that there was ample evidence to show that the Nigerian Armed Forces and security agencies are on top of the situation in Borno, Adamawa and Yobe States. But as the presidency was defending its handling of the war against terrorism, gunmen suspected to members of the sect continued their killing spree Monday night when they attacked Galga village in Adamawa State. The latest attack led to the death of 11 people. Addressing newsmen yesterday, the Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, said: “We are certainly not involved in a conventional warfare but are rather engaged in a guerrilla warfare with all its unpredictability.” In disclaiming the statement by Shettima, Okupe added: “We state categorically that the Nigerian military is one of the best equipped in Africa and in 2014, the federal government made a budgetary provision in excess of N1 trillion for the military and other security agencies, an amount, which is about 22 per cent of our entire national budget for this year. “This definitely belies the suggestion in certain quarters that the federal government is not doing the needful in prosecuting this war.” Okupe blamed the increased attacks by the Boko Haram on their dislodgment from their strongholds and hideouts in the mountainous forest areas of Borno State. “In recent times, these areas have been heavily bombed aerially by the Nigerian Air Force and combed systematically by ground troops. If the insurgents have not been completely routed, it is due to the fact that our Armed Forces are severely constrained because of the fact that civilian settlements are also co-located in this vicinity, making engagement tenuous and difficult if heavy civilian casualty is to be avoided. “The public will note that following serious dislocation of the insurgents from their hideouts, the new trend is for them, after sporadic attacks, which are usually launched at night, to quickly cross over to neigbouring countries for safety. “Unfortunately, the Nigerian military is prevented from pursuing them into these foreign territories by law and international conventions, and this obviously gives continuous respite to the insurgents,” he explained. According to the presidential aide, “We must note that as far back as over 12 months ago, the fighting machinery of the insurgents had suffered major decapitation. They have therefore resorted almost exclusively, to attacking soft targets such as schools, women and children and sleeping communities in the early hours of the morning. “Most of the villages attacked are those like Kauri, Izge and Konduga, which are generally situated along the foot of the Gwoza mountains, which stretch from Nigeria to the Cameroun,” he stated. He explained that the obvious location of these villages close to the mountains affords the insurgents the opportunity and facility to launch strikes at night and sneak back across the border into neighbouring countries. However, he said the Nigerian military and security agencies have taken up this challenge and like every facet of the struggle, would put an end to these incursions in the shortest possible time. Similarly, the Defence Headquarters (DHQ), in its reaction to the governor’s statement, said that while it would not want to take issues with constituted authorities, it would however not concede to the statement made by Shettima, when he said the insurgents were better equipped than the Nigerian Armed Forces. Reacting to what many have described as an embarrassing verdict by the governor, the Director of Defence Information (DDI), Brig-Gen Chris Olukolade, told THISDAY yesterday that there was no way a band of terrorists could be compared to a well drilled and battle-tested military. Olukolade stressed that the Nigerian security forces are well respected all over the world, professionally acclaimed and have remained one of the best in the business. Olukolade said the governor was merely expressing his opinion and exercising his right to free speech when he alleged that Boko Haram were superior to the Nigerian Armed Forces. He explained that acts of terror are difficult to contain in any part of the world, “since it is a form of asymmetrical warfare that is not only new to Nigeria but has a transnational and cross border link”. Olukayode insisted that with time the military would be vindicated and eventually emerge victorious, adding, “The governor is only exercising his rights to vent his opinion. The Nigerian military will not engage any leader or constituted authorities in any exchange. “The fact nevertheless is that there is no basis for comparison between an irresponsible pack of terrorists and a professionally tested and globally well acclaimed Armed Forces of Nigeria, no matter the challenges. We cannot be compared. Time will tell.” Also, the House of Representatives yesterday urged President Goodluck Jonathan to immediately relocate the headquarters of the Nigerian Army to Maiduguri, Borno State, to curb the series of attacks resulting in many deaths in the state recently. The House resolved that this action would enable the Chief of Army Staff to be in touch with the reality of the situation and motivate him to devise ways of properly tackling the insurgency. Equally, the lower chamber appealed to the federal government to explore bilateral security arrangements with Chad, Niger Republic and Cameroun on how to tackle the activities of the insurgents around the border areas. Peter Biye Guntha (APC, Borno), who raised the motion, which gave birth to the resolution, expressed concern over the killing of hundreds of people and soldiers at Izge village, where 150 houses were also burnt. Commiserating with the people and government of Borno State over the incident, the House urged the National Emergency Management Agency (NEMA) to urgently provide relief materials to the affected victims. But as the buck passing on the handling of the war against the insurgency raged, word got out that gunmen, suspected members of the Boko Haram terrorist sect, continued their killing spree in Adamawa State, with an attack on Galga village in Gombi Local Government Area that claimed the lives of 11 persons on Monday. The insurgents, who had on Saturday night attacked seven villages in Madagali Local Government Area of the state, during which they killed no fewer than 65 people, were said to have raided Galga village on Monday night. Members of the sect also struck in Borno State on Saturday killing 133 people during an attack on Izge in Gwoza Local Government Area of the state. Eyewitnesses told reporters Tuesday in Yola that the terrorists stormed Galga village at 8.30 pm and sporadically shot at the residents. They were said to have operated unchallenged for over two hours before departing after killing 11 persons. One of the sources said the police came to Galga yesterday morning on a mop-up operation and released the 11 corpses to their families for burial. A resident said the area had been under incessant terrorist attacks for a while. According to him, the village is located in a mountainous terrain and the insurgents have on several occasions trooped into the area either to extort residents or kill them. He said shortly after the raid, the gunmen, who were armed with sophisticated weapons, drove out of the village and escaped through the mountains. The Adamawa State Police Public Relations Officer, Muhammed Ibrahim, a Deputy Superintendent of Police (DSP), confirmed the attack but did not specify the number of dead persons. Ibrahim however said the details of the incident could be obtained from the military which is saddled with the responsibility of surveillance in the state that is under emergency rule. But efforts by reporters to confirm the incident from the 23rd Armoured Brigade of the Nigerian Army, through the Army Public Relations Officer, Captain Nuhu Jafaru, proved abortive. He promised to call the journalists back but had not done so as at the time of filing this report.

The Odi Council of Chiefs has flayed some members of the All Progressives Congress over remarks that the community (Odi) planned to scuttle the presidential ambition of President Goodluck Jonathan in 2015. The chiefs said APC stalwarts, who made the remarks, did so on their own and did not represent Odi people. During the APC registration recently, a former national youth leader of the then New Peoples Democratic Party, Timi Frank, and other stalwarts of the APC, had lashed out at Jonathan for failing to abide by the court’s judgment, which awarded Odi people N37.6bn compensation for the destruction of their community. Odi, a community in Kolokuma/Opokuma Local Government Area of Bayelsa State, was destroyed in November 1999 by the military on the orders of former President Olusegun Obasanjo. The destruction followed the killing of some policemen by hoodlums allegedly from the community. The APC faithful had said the community had resolved not to vote for Jonathan and the PDP in the coming elections if the compensation was not paid. But in a statement by Odi Council of Chiefs, signed by its Secretary, Chief Gordon Denenu, the chiefs disowned the comments. The statement said, “The attention of the Amananaowei’s Council of Odi has been drawn to a publication titled, ‘We will Scuttle Jonathan’s Ambition,’ in which one Mr. Timi Frank, said to be a prominent citizen of Odi, claimed to be speaking for the people of Odi. “We are not oblivious of the fact that individuals have the right to speak for themselves, as guaranteed by the Nigerian Constitution, but no unconstituted, unauthorised, unknown figure as the APC stalwart, whom we gathered is paternally from Sabagreia, has a right to drag the name of Odi people into disrepute to better his personal political ambition.” The chiefs said they were, therefore, refuting the so-called claim that Frank spoke for Odi people, adding that his utterances should not be taken seriously . - Hope For Nigeria.

Kuku: Amnesty Got N234bn Budgetary Allocation, Not N400bn" The Presidential Amnesty Programme (PAP) for ex-agitators in the Niger Delta, has received a budgetary allocation of N234,133,917,590 and not N400 billion since the proclamation of amnesty, Special Adviser to the President on Niger Delta, Hon. Kingsley Kuku, has disclosed. Kuku, who doubles as the PAP Chairman, told journalists at a media briefing yesterday in Abuja that given an attempt by some desperate politicians to incite undiscerning members of the public against the amnesty programme, it had become expedient to set the records straight on the exact funding status for the programme. “As most of you may be aware, though the amnesty proclamation was on June 25, 2009, the actual implementation of the post-proclamation programme did not start until about March 2010 when President Goodluck Jonathan rightly decided to domicile the Disarmament, Demobilisation and Reintegration (DDR) components of the programme in the Office of his Special Adviser on Niger Delta and appointed my predecessor, Chief Timi Alaibe, as the first substantive Special Adviser to the President on Niger Delta and Chairman of the Presidential Amnesty Programme. “Prior to this laudable move by Mr. President, the DDR component of the amnesty programme was domiciled in the Federal Ministry of Defence and the then Minister of Defence, Maj. Gen. Godwin Abbe (rtd) was the pioneer Chairman of the programme. At inception, with Abbe in charge, the programme was promised by the Federal Government of Nigeria a take-off grant of N10 billion. I am aware that through out the period, both Abbe and Alaibe presided over the early phases of the programme, particularly the disarmament phase, only about N8 billion was accessed from the promised N10 billion. So, for the entire 2010 fiscal year, the federal government expended only N8 billion for the Presidential Amnesty Programme,” he said. Kuku said by 2010, the demobilisation of the ex-agitators, who by then numbered 26,358, was just commencing and the critical reintegration phase had not commenced at all. He added that conscious of the inherent danger in keeping already disarmed and demobilised ex-agitators in their natural habitats and communities, the federal government in 2011 set out to speedily complete the demobilisation component of the programme and commence the reintegration of the ex-agitators. He said “To this end, in 2011, the federal government budgeted a total sum of N102,176,411,902 for the programme. Kindly note that of this amount, a total sum of N21,883,472,000 was spent on the payment of monthly stipends of N65,000 (or N66,000 in months with 31 days to the 26,358 ex-agitators enlisted in the programme. A further N15,635,520,000 was spent during the 2011 fiscal year to pay in- training allowances to ex-agitators who were placed in either schools or skill acquisition centres within the country and abroad. Also from this totally approved budget for the programme in 2011, in line with the United Nations’ stipulated DDR codes, the sum of N6,500,000,000 was paid out as Transition Safety Allowance to the 20,192 ex-agitators enlisted in the first phase of the programme. “If you deduct the sums of money that went to the ex-agitators themselves directly either as stipends, allowances or in-training allowances, you would find out that the amnesty office was left with just 57 per cent of the 2011 budget, which is about N58,157,419,902 to carry out the massive demobilisation of the ex-agitators in Obubra, Cross River State and to pay for the cost of placing of over five thousand demobilised delegates in schools and skills acquisition centres both within the country and abroad and of course to run the Amnesty Office and its outposts in Lagos and the Niger Delta states.” Kuku disclosed that the budget for the Amnesty Programme in 2013 was N66,781,093.03, which is less than five days gain from the programme occasioned by the peace that had been restored in the region. According to him, over 11,700 beneficiaries of the programme had graduated in various fields and several of them have been employed, including 10 with Nigeria Army and six with the Nigeria Customs Services, 40 with the Century Energy Group, five with SAP Drilling Oil and Gas Limited and 30 at the Proclad Group in Dubai, UAE. “Pursuant to our carefully worked out post-training policy, we are currently setting-up 2,000 of the graduates of our skill acquisition programme in small businesses,” he said.

He asked me to forgive him and he returned the Quran back to the drawer, and we came out.” “In fact we had the same kind of altercation when he was gunning for third term, he informed me that “ I left power twenty years ago, I left Mubarak in office, I left Mugabe in office, I left Eyadema in office, I left Umar Bongo, and even Paul Biya and I came back and they are still in power; and I just did eight years and you are asking me to go; why?” And I responded to him by telling him that Nigeria is not Libya, not Egypt, not Cameroun, and not Togo; I said you must leave; even if it means both of us lose out, but you cannot stay.” Obasanjo and Atiku fell out some time during their reign, and there were reports that the two never saw eye to eye on issues until their tenure was up. Reports also abounded that the falling out was because the former president reneged on his promise to stay only one term in office and promote Atiku’s presidential bid once he was done after his first four years in office. There were also rumors that Obasanjo had to go on his knees to get Atiku’s support for his second term. Atiku spoke about this as well. “Honestly, he did not kneel down for me. But he did come to my house and I refused to see him. And he knocked my door continuously and asked me in the name of God to come out, so I came out, and we went downstairs, and he asked me to join him in his car and I said, no, because of security reasons, but he insisted. So when we entered his car, I never knew that he had gone round states pavilions and asking for the support of governors and delegates and they refused to listen to him because they have not seen us together. So that was why he came and picked me up so that we would go round together. There is something that many people did not know before, which I will tell you now. “We sat with party elders and discussed the issue of Presidency and there was debate as to whether the South will have eight or four years? If the South had eight years, so the north too should have eight years subsequently. After lots of debates, it was finally agreed that the South should have eight years. And when power returns to the north, they should also have it for eight years. “However, governors objected to this arrangement. I was then in a dilemma; is the governors’ objection genuine or just a political gimmick. What if I followed them to run against the president and they later on turn their back on me and align with the president? At the end of the day, one would neither be a vice president or a president because politics is a slippery game.” When asked about his role in the splitting up of the People’s Democractic Party, Atiku admitted that he and the erstwhile governors had been plotting that move for four months. “We have been planning for some time because we have spent almost four months planning how to split the PDP. “At first I didn’t know the arrowhead, but they eventually came and met me and I joined them because their reasons are the same with the ones I have been fighting against within the party; lack of fairness, honesty and tyranny. Aggrieved Members Want A’Ibom State PDP Exco Dissolved" A cross section of stakeholder of the Akwa Ibom State chapter of the Peoples Democratic Party (PDP) is pushing for the dissolution of state executive council of the party constituted two years ago. One of the grievances of the stakeholders under the aegis of Concerned Akwa Ibom State PDP Members Forum was that the present state exco of the party with Obong Pual Ekpo as the Chairman was single handed put in place by state Governor, Chief Godswill Akpabio. In a petition sent to the National Chairman of the PDP, Alhaji Adamu Mu’azu, members of the forum called for the immediate dissolution of the state exco as it was illegally constituted and foisted on party members by Akpabio. According to the petitioners, the state and ward congresses held throughout the country on March 12 never took place in Akwa Ibom State, contravened the party’s constitution. The petition was signed by executive members of the Forum Obong Mbong Okon Mbong, Chairman Akwa Ibom South senatorial district, Okon Obot, Vice- Chairman Akwa Ibom North-west senatorial district and Mr. Uko Essien, Secretary, Akwa Ibom Northeast senatorial districts. The faction of the party stalwarts alleged the name of the current state exco of the party was compiled few loyalists of the state governor at a private residence as there was no ward and state congresses held. “Section 15 of the PDP Constitution provides for the establishment and composition of a ward congress made up of all the registered members of the ward, whereas ward delegates to the state party’s congress will be elected amongst other functions. “What transpired was a complete travesty of the constitutional procedure. Akpabio simply appointed local government coordinators to write the names that were submitted to his younger brother, Mr. Emem Akpabio in whose house the entire list of delegates was compiled. No congress held in any location in Akwa Iibom State as provided for by the constitution of the Peoples Democratic Party. “Even those whose names were compiled by Emem Akpabio were not given the opportunity of attending the state congress but however contrived on Tuesday, March 20, 2012, Governor Akpabio announced the composition of the new state executive committee of the party made up of his Commissioner for Local Government and Chieftaincy Affairs, Mr. Paul Ekpo as chairman and his younger brother, Mr. Ibanga Akpabio as secretary”, the forum stressed. The petitioners said that the governor’s personal appointment of various persons into the state exco of the party without holding the ward and state congress has not only disenfranchised party members andthe leadership of the party in the state but has also created tension in the state. The petition noted that senior members of the party had been sidelined and disenfranchised thus creating the impression that the party is now Akpabio’s personal property. They named senior members of the party excluded to include former governor of the state, Obong Victor Attah, Otuekong Don Etiebet, former minister and member BoT of the PDP, Obong Ufot Ekaete, former SGF, Senator Effiong Bob, Senator Aloysius Etok, member representing Ikot Ekpene senatorial district in the Senate, Obong Chris Ekpenyong, former Deputy Governor, Ambassador Assam Assam, Umana Okon Umana, former SSG among others “We decided against raising this issue earlier because we did not want to be seen or blackmailed as trying to stifle the party’s national convention which was to be held to fill certain vacancies and address very vital issues of the party at the centre. “Thereafter, of course, was the internal leadership issues which needed to be settled before serious consideration could be given to other sectors of the party’s structures.” The stakeholders appealed to the national leadership of the PDP to set up machinery to conduct transparent ward and state congress in the state in order to restore peace and reduce the tension that could implode the party in the state. Adding, “we believe that the party does not need to allow this issue to fester into an unmanageable disharmony amongst the membership of the party in the state thereby giving them the fait accompli to look elsewhere.” In his reaction, the Chairman of PDP in the state, Obong Paul Ekpo, said some of the names mentioned in the petitioned were aggrieved members who participated in his emergence as state chairman of the party wondering why they are now complaining. NIMC Concludes User Acceptance Test for e-ID Cards" The National Identity Management Commission (NIMC) has carried out User Acceptance Test on the National Identity Smart Card facility, to ensure that it conforms to international standards and best global practices in tune with the defined objective of the NIMS project. The Director General of the Commission, Mr. Chris Onyemenam, in a phone interview with THISDAY yesterday, said the test case “was necessary to check the Factory Acceptance Test (FAT) and the System Acceptance Test (SAT) configuration. Onyemenam explained that the User Acceptance Testing is aimed at meeting the complete requirements as provided by Datacard Group to NIMC, while demonstrating the comprehensive function of the system, which include communication with other sub-systems in NIMC, identifying each citizen by installing personal data and applications on the chip and physical customisation of the card to suit each individual. “It also includes complete delivery of the validated system”, he said. Explaining the process of the Factory Acceptance Test (FAT) and the System Acceptance Testing (SAT), the Director General noted that ‘test data’ was used to encode on the chip of the e-ID card before it can be printed. He said: “The Smartcard chip encoding applications allows for personal information to be encrypted on the chip of the National Identity Card according to the card profiles, while the machines was used to write names on the card.” He added that the process by which the chip on the card is encoded and data are written on it is called chip encoding. Speaking further, the NIMC boss said the applications currently encoded on the chip are: ICAO/ePassport application which enables the card to be used as a travel document; the eID application which is the holder’s identity; the PKI application which ensures that the card conforms to international security standards; the MOC application which will be used for authenticating and verifying the holder; and the EMV application which allows the card to be used as a payment solution, e.g as an ATM Card.

Its no longer news that Rabiu Kwankwaso the governor of Kano state ran away from the state when his protocol office informed him of the President's visit, what is trending is that the- Security personnel attached to the President had an hectic time controlling the crowd in the ancient city of Kano early Saturday morning when President Goodluck Jonathan paid a brief private visit to the. Emir of Kano, Alhaji Ado Bayero. Thousands of people made up of the youth and the elderly thronged the streets to give the President a rousing welcome. The people in cars, buses and motorcycles followed his convoy to the office of the Emir, he was represented by the deputy governor. The Presidet, while speaking at the palace of the Emir, said that he was in Kano on a private visit to pay homage and see how the Emir was doing, following his health condition. The President said he was grateful to the Emir for the encouragement he had been receiving, promising to continue to work for the unity of the country, while assuring the Emir that he was working round the clock to ensure the security of lives and property in the country, in the midst of daunting security challenges. The Emir prayed for him and commended the development efforts of the administration and the efforts to ensure that the country remained indivisible. Before departing, the President held brief discussions with some notable members of the PDP in the state. Recall that Governor Kwankwaso recently claimed that any attempt by Jonathan to run in the next poll will amount to a third term in office, which is not acceptable to most Nigerians. The governor blindly argued that contrary to the President’s position that his tenure started in 2011, the true position remains that he actually started serving as Nigeria’s President in 2007 and would have completed his eight years in 2015. Describing any third term bid as a taboo, Kwankwaso pointed out that Jonathan and those urging him to run in 2015 could never justify such a move, which runs contrary to the clear provisions of the law. Defected PDP Lawmakers May Vacate Seats, Says Ogor" Deputy Majority Leader of the House of Representatives, Hon. Leo Ogor, has disclosed that the lawmakers elected under the Peoples Democratic Party (PDP) platform, who recently defected to the All Progressives Congress (APC) may vacate their seats, saying that PDP is still in the majority. The House deputy Majority Leader, who stated this in an interview with THISDAY, revealed that 37 members of PDP voluntarily went to court to seek an injunction against the provision of section 68 Sub (2) of the Constitution that requires the Speaker to declare their seats vacant if they are moving from one political party to another political party; if there is no faction or division in the party. Also, Ogor said section 68 sub (g) of the constitution states clearly that, if there is a merger; provided that the membership of the later political party is not as a result of a division in the political party for which he was previously a member or of a merger of two or more political parties by one of which he was previously sponsored. According to him, “What this section is talking about is that if there is a merger, like is the case of the name APC now which is a product of ACN, CPC and ANPP definitely, that is a clear merger and anybody can lay under that guise,” and as there is no faction in PDP. He added: “If you want to move out of PDP, it beholds on you to vacate your seat, go for election and if you win under the new party you are going to, you can now come back and occupy the seat because you cannot reap where you did not sow. “I want to draw reference from the Amaechi versus the PDP in the aspect of the Supreme Court ruling, where it was clearly stated that the seat you occupy is that of the political party and not your own seat. Now if that is the case, then those 37 seats belong to PDP and these members went to court to seek an injunction and they got an interlocutory junction. The subject matter, which is the main issue, he said, has not been disposed. “The interlocutory injunction they got was to protect their seats for the time being while the substantive matter is still standing in court. Now these 37 members have decided, for reasons best known to them that they are going to APC. But they also know that the seat, as it stands presently, is still that of the PDP in line with the Amaechi versus the Supreme Court ruling. He asked: “What if the court rules otherwise tomorrow, that yes, these 37 members must vacate their seats and go for election, with our number of 202 we will still be in majority. So, if we allow them, today, to go and vote for APC, they will have cost us an irreparable damage if the court rules otherwise tomorrow,” Ogor added.

Mr Eric (33), who lives at Jejelaiye Street in Olodi Apapa, Lagos state, woke to the bright Friday, Valentine day morning, strong and smarting to see Bolanle his heartthrob for a pre-planned early day Valentine date. Unknown to him, Bolanle his girl who also live around Wilmar Crescent in Olodi Apapa, Lagos, was double dating. Eric according one of his friends borrowed money to buy Valentine gift to his girlfriend. Eric went to pick Bolanle around 10am for a breakfast in a near by Buka (Restaurant) and later they proceed to their love nest. On embarking near Godday Cinema, Bolanle's second and richer boyfriend emerges with 3 other guys and accosted them. They interrogated Eric and he innocently confessed that that Bolanle is his love, which enraged Bolanle's second boyfriend. He ordered his 'guy' to teach Eric a lesson of his life. The picture is what remain of the lover boy, Eric, when he woke up in a Hospital near Tin can, Apapa, after he was thoroughly panel-beaten. Belgore Joins PDP as APC Dismisses Move" The fortunes of the All Progressive Congress (APC) continue to decline, as the Action Congress of Nigeria (ACN) governorship candidate in the 2011 governorship election in Kwara State, Mohammed Dele Belgore Friday formally declared for the PDP. However, the interim Chairman of APC in Kwara State, Hon Ishola Balogun Fulani dismissed the defection as a blessing in disguise, pointing out that the party has been widely accepted in the State with 374,400 people registering as members so far. He also accused the Interim National Leadership of the APC of leadership imposition stating that the leaders of the party were not allowed to emerge through democratic procedures, saying, “the owner of home should not be displaced to give a strange a sense of friendship, and to many, the soul of the party.” Dele Belgore lamented that the process of leadership in the state was made to favour some people, without ensuring the enthronement of democratic procedures. According to Belgore, “Our people do not believe that people are made for a platform. Rather, they believe that platforms are made for the people. No positive change is possible where we are to co-exist with the same elements that the people of Kwara want to dislodge”. Giving reasons why he has to move to the PDP, the former ACN governorship candidate in Kwara state said, “To our supporters and political independent, APC has let us down. We have therefore decided not to be part of an arrangement that put us in the same ship driven by the oppressors. “APC is undemocratic and more and more people will defect from the party. We are therefore joining the PDP, a party, as fate now has it, has shed very core of liabilities that made our run away from it. We are joining hands with other like minds in the PDP who were unjustly shut out because of their progressive bent to strengthen the party and to endear it to the people of Kwara state. “Together we will work to advocate and bring about economic liberation, equal opportunity for all and positive development to our dear state and its peoples. We join forces to break the shackles of oppression and restore our state back to its former glory”, Belgore said. Though, he said that it was not easy to leave a party that he has nurtured in Kwara state to such an enviable position, but said, “the reality is that APC by its undemocratic stance and scant regard for the yearnings of our people and supporters has strayed from the path of progress and development, that is the core of our political existence in Kwara”. Belgore then called his supporters, to support and join his sojourns in PDP to enable him fight what he described as “this just and noble cause so as to bring a brighter day to the lives our people and renew their positive aspirations”. Asked whether he is not afraid that he is joining a party like PDP that is full of crisis, Belgore said, “PDP is about to get over its problems, but the APC crisis is about to start”. Fulani said that it was even better for Belgore to remain with APC where there is hope for him than going to the crumbling party, adding that anyone who had the mind of positively developing the people, APC was the place to be instead of the PDP which he insisted has a track history of failures.. “But he is now defecting to PDP, a crumbling party that we know. Well. I wish him well but I know he may come back to APC because he is going to line up there because there are people that are more experienced than him in the remnant of PDP, which means he will a back bencher” he added.

'I'm Not in Ekiti to Play Politics, Says New CP' The new Commissioner of Police in Ekiti State, Mr Felix Uyanna Friday declared that he was posted to Ekiti State mainly to fight crime and criminality and not to play politics. He maintained that he would not tolerate those who mix politics with crime Uyanna, who spoke yesterday during a courtesy call on the State Governor, Kayode Fayemi assured that he would be fair to all the political gladiators in the state in order to ensure the expansion of the "democratic space". The new CP promised not to meddle with political activities in the State as political parties prepare for the June 21 gubernatorial election in the State. He spoke against the background of rumours making the rounds that the new boss was posted to the State in connection with the PDP-led Federal Government's plan to win Ekiti and Osun States in the coming guber polls. According to him, it is the duty of the Independent National Electoral Commission to conduct elections but the police have a duty to provide security. "I am here to seek a hand of fellowship and request that yourself and other members of the society, the good people of Ekiti state should assist me in accomplishing my objective which is essentially to curb crime and criminality in the state and reduce it to the barest minimum, and do all that will enable us preserve public peace. In doing this, I shall go about it in accordance with the law, the constitution, the police act and other enabling laws. "I am not unaware that politics is in the air and I want to use the opportunity to seek the cooperation of all citizens to make sure they play the game by the rules and assure them that I will give everybody a level playing ground, trying to make sure that the democratic space is expanded. "I shall concentrate on crime, I will leave politics to politicians to play but when they try to mix politics with crime, I will intervene and draw the line. In essence, that's why I am here", he said. On the recognition of the Peace Corps during the election, the Commissioner stated that he would study the roles the Corps was to play in providing security for the people before deciding whether or not they were allowed to provide security during elections. Responding, Governor Fayemi urged the police boss to stick to his promise not to unduly interfere in the forthcoming elections as that is what Ekiti people want. The Governor reminded Uyanna who started his career in the old Ondo State during the Omoboriowo era that Ekiti people are very sensitive and would not allow anything that was aimed at subverting their wills. Fayemi urged him to ensure that the police conduct themselves in a manner devoid of partisanship so that the processes leading to the election will make the will of the people prevail. "I am happy you have promised to give everyone a level playing field. That's what Ekiti people want. “They are very sensitive to federal might I must say, and to orders from Abuja, and to being handled at the behest of what is coming from quarters that are unknown to them. “So, whatever must be done in managing the affairs of security in the state from your perspective, I want you to stick to what you have said that you would do it in accordance with all of what us contained in the constitution, police acts, other regulations that may be applicable to crime and criminality. “Our people are looking forward to robust campaign but they are a little worried that there might be people who have the tendencies to manufacture crime and criminality and then blame it on others. You started your career in this area and you know us fairly well. So you will know the sensitivity of our people. 2015: FCT Minister’s Posters Flood Bauchi Again" As Nigerians celebrate Valentine’s Day, campaigners for the Minister of the Federal Capital Authority (FCT), Senator Bala Abdulkadir Mohammed’s Gubernatorial election in 2015 have invaded Bauchi with massive campaign posters, drumming support for the minister. THISDAY checks revealed that the posters with the picture of the minister, beaming a broad smile and saluting Bauchi people, were pasted in strategic places in the state capital on Valentine’s Day Eve by a coalition of youth organisations. Unlike the previous posters of the minister, which were placed on major roads and strategic areas of Bauchi metropolis, the ones that hit the state capital on Valentine’s Day, were mostly concentrated in the city centre, Bayan Gari, Jahun, Railway, Yelwa and the suburbs of Bauchi town, among others. Commenting on the issue, a popular youth leader and state coordinator, Youth for Good Governance and a United Nigeria, Mallam Danjumai Salisu Muhammad called on the minister, to throw his hat in the ring for governorship in 2015 without further delay, emphasising Senator Bala Mohammed would provide a change in the style of leadership, which would be well focused and characterised by a distinctive sense of purpose and direction. Muhammad, who said he was speaking the minds of the people, noted that the timing of the posters, which is coming just a “day to Valentine’s Day festivities was meant to ginger, sensitise and sell the candidature of Kaura Bauchi to the people, particularly couples, families and youths in Bauchi who will be celebrating the occasion outside their homes as they go out with their loved ones, they will see the posters, and join us in throwing their weights behind him for the 2015 governorship race.” The coordinator described the FCT Minister as “a steely man of his own conviction, a leader with few words and robust action.
